The following is a list of all active edicts issued by the Council of Noromath that govern Duchy Noromath

Edict on Registration of Magical Users with Baronies

Scribed: 16th of Marpenoth, 1370
First Revision: 26th of Hammer, 1374
Second Revision: 5th of Kythorn, 1375
Third Revision: 10th of Ches, 1376

By order of the Crown: From the 16th of Marpenoth 1370 onwards, all practitioners and researchers of arcane magics are required to be registered with the Court of their local Lord or if not applicable, then with a Guild formed for the regulation of such practitioners. These Courts or Guilds will be required to keep record of the researcher or practitioner's name, age, nationality, level of magical ability and current home address, along with a copy of their Writ of Travel. These details will be provided to the Office of the Lord-Justicar upon request.

By Order of the Magistrate for Brost County, Leon Imendi, the following addendums are made to the Edict regarding Magical Users with Baronies:

Having been proven irresponsible in the duties of maintenance of tax levies, inept in the duties overseeing the curtailing of negative magical influences, and  having been actively engaged in activities that are labeled as treasonous to the realm and Her Majesty's Rule, no guild will be registered with the county or court for the maintenance of magical users.

The following stipulations are hereby also applied to all practitioners of arcane magics:

  • All practitioners of Arcane Magic must register with a Barony within a 10-day period of arrival
  • The penalty for lack of Barony sponsorship and active magical use is set at 500 Aenar for the first offense
  • The penalty for lack of Barony sponsorship and active magical use is set at death for the second offense

Edict on the Sale of Magical Goods

Scribed: 23rd of Marpenoth, 1372
First Revision: 26th of Hammer, 1374
Voided: 3rd of Mirtul, 1376

By order of the Council of Noromath,

Due to the rise of the black market of magical goods resulting in lost tax revenues for Queen and Country, all creators of magical goods are required to register with a Barony and maintain a permit that shall be issued for a period of one year.

Failure to acquire and openly display a permit will result in imprisonment for a period of up to 30 days.

REVISED EDICT ISSUED: 3rd of Mirtul, 1376

By order of the Council of Noromath,

The following stipulations are hereby placed on the sale of magical goods:

  1. All transactions valued greater than 1,000 Aenar shall henceforth require a merchant license
  2. All transactions valued greater than 1,000 Aenar shall henceforth be required to take place in a public, maintained shop location of a merchant

The following penalties are hereby placed on the sale of magical goods:

  • For every transaction valued greater than 1,000 Aenar made without a merchant's license, the penalty is set at 1,000 Aenar plus the cost of good sold
  • For every transaction valued greater than 1,000 Aenar made outside of a public, maintained shop location owned by the merchant, the penalty is set at twice the cost of good sold
  • For every 1,000 Aenar of lost tax revenue due to violation of the edict, the guilty party will have one year added onto a sentence of indentured servitude at a location of the Magistrate's choosing

Edicts on the Proliferation of Otherworldly Creatures

Scribed: 17th of Eleint, 1376

By order of the Magistrate for Brost County, the following edicts are presented together to stem the tide of otherworldly influence on the most sacred of Tethyrian institutions and protect the people of Brost County and Duchy Noromath from evil.

Edict 1: Any tiefling that enters a temple, shrine, or other place of worship shall be considered an agent of chaos and will be driven out of Duchy Noromath, by force if necessary.

Edict 2: Any tiefling that enters a populated area or military installation shall be considered an agent of chaos and will be driven out of Duchy Noromath, by force if necessary.

Edict 3: Any tiefling that claims to worship any recognized religion of Tethyr shall be considered an agent of chaos and be driven out of Duchy Noromath, by force if necessary.

Edict 4: Any human who knowingly enters into a secular or so-called religious union with a creature of the planes will be considered an agent of chaos and be driven out of Duchy Noromath, by force if necessary.

Edicts on the Status of Elves in Duchy Noromath

Scribed: 3rd of Eleasias, 1369

By order of the Duke of Noromath,

All of the People are granted full status as citizens of Tethyr.
All of the People are granted the benefits of citizens of Tethyr.
All of the People are held to the same laws, edicts, and regulations of a citizen of Tethyr.
All of the People residing within Brost County are ordered to register as citizens of Tethyr just as any other human man, woman, or child.
